Who is responsible for assessing the SEER/Maintenance Accomplishment Rate (MAR)?

The responsibility for assessing the SEER/Maintenance Accomplishment Rate (MAR) falls under the purview of a Chief Petty Officer (CPO) or someone in a higher rank. This is due to the leadership and oversight role that CPOs and above hold within the Navy's maintenance management structure.
